What MEASURED means on this board, said plainly, because it is narrower than it sounds: a slot is MEASURED when a real run exists behind it and that run's artifact is published. It does NOT mean the axis has been shown to distinguish one model from another. Whether a leader's lead over the fleet is statistically real is a SEPARATE determination, it has its own live fields, and today not one axis carries a separated lead: across `totals.comparison_axes` = 14 model-comparison axes, `totals.separated_leads` = 0, `totals.ties` = 2, and `totals.untested_separations` = 12. (The 9 deterministic-fact axes have no fleet and no leader, so no separation test applies to them and they are not counted as untested.) So "23 measured of 23" is a statement that a run exists behind every slot. It is not a statement that any axis can tell two models apart, and it must never be written so that a reader could take it that way. Quote the separation fields beside the measured count, every time. UNTESTED and TIE are first-class states; neither is a win, and neither is a defect to be hidden. (Historical note, kept so the correction is legible: this file used to freeze the count at "14 quotable board slots" and to instruct readers not to say 22. California chaptered two bills on 2026-09-09 — SB 813, which defines an "independent verification organization" as an AI auditor designated by the Government Operations Agency as having demonstrated expertise in assessing the risks posed by an AI system or model, and directs that agency to establish the designation process on or before 1 January 2028; and AB 1405, which directs the same agency to stand up an AI Auditor Registry no later than 1 January 2029, after which an unregistered person may not offer, sell or conduct a covered AI audit. Illinois signed SB 315, the Artificial Intelligence Safety Measures Act, on 2026-07-06, effective 1 January 2027, which the state describes as making Illinois the first to require regular independent third-party safety audits of covered AI systems.
